Unable to drive because of a foot injury, Welsh enlists Fraser's help to go back to his home town and aid his brother, a small town sheriff, in stopping a series of seemingly unrelated crimes that may cost him his job.

An old friend from Fraser's childhood is in town trying to stop the dam destruction back home in Canada which will flood his town, when he and Fraser get caught up in a robbery. Mean while Ray's parents are coming to see him.
